Workshop on Road Financing to be Held in DRC
At the initiative of the National Forum Group in the Democratic Republic of Congo a workshop will be organised to bring together representatives from civil society, the Ministry of Transport and Infrastructure and the various donors. The workshop will be held in Kinshasa on November 17, 2007. The day will concentrate on the challenges faced by the establishment and management of road funds in DRC. At the moment, based on recommendations from conducted studies, a law is currently under review by Parliament to put in place a national road maintenance fund (FONER). There are two major concerns: one is about the participation of local communities in managing these funds whilst the other concern is centred around the decentralisation that forms a part of the constitution.
Advocating for improved mobility and accessibility, the NFG intends to raise awareness about the road funds concept and also discuss the appropriate mechanisms to manage these funds in an effective manner.
The workshop will also be an opportunity to discuss the development of a national strategy for the NFG.
